Lower oil prices, budget woes, top 2016 news

As 2016 entered, there was no denying the oil boom was over. Low oil prices improved somewhat in the final months of the year, but nowhere near what was needed to see a meaningful turnaround.
As the elections approached, candidates ran on platforms that discussed how they would face these challenges.
The financial fallout of the changing economic climate led to budget struggles throughout all levels of government. 
While some businesses struggled to survive and some disappeared, some new local businesses opened and others expanded.
