The Hess Corporation has promised a counteroffer by mid-March for consideration by the Tioga City Commission in the hopes of settling a two-year long annexation protest.
In a session closed to the public, representatives from both sides met with a mediator Thursday at city hall.
Though Hess officials agreed in December to the annexation of the Hess office complex and warehouse on the east side of town, they asked what it would take to get the city to abandon annexation for the rail terminal on the west side of town.
City officials have already indicated, however, that some sort of payment in lieu of taxes is not going to be acceptable.
